I just downloaded card templates from Wizards a long time ago (I have several different types loaded), then I use "Microsoft word" to do the initial work, then I use the "snipping tool" to copy the card to "Paint," then I do touch ups to make it look good. All in all, I have played around with it for a while. As I do it, I get a little better at learning how to cut corners, and reduce the amount of work to make a stat card.
I know some people use photoshop which I imagine gives you better access to some better tools, but I don't have photoshop (too expensive) and I've learned how to make decent looking cards without it.
Many people, myself included, surf the web, find a pic we like, use paint to clean it up a bit, then use PowerPoint to make our cards using the myriad of templates floating around.
So many of us card makers have made so many cards, maybe if we have a "Can You Make It" thread, people who already have certain cards can post them on an "On Call" sort of basis; you might get your choice of cards and some are obviously better than others, some have abilities you'll agree/disagree on, but hey that's what the various forums are for
