Paralysis applies if the attack hits. There is no 'on its turn' restrictions.

For an AoO the attacker would already be activated, but the Vornskyr could still attack outside its own turn through current and future abilities like the Bothan Noble's ability. I'd think the target of that attack, if unactivated, would need to make a paralysis role even though its not the Vornskyr's turn.

I suppose I should check out this Sith Lord colour scheme.. see what the colours look like.
