The victory condition is either defeating all of your opponent's pieces, or having 200pts at the end of a round.
So if your opponent has a 198pt squad and you defeat all his pieces (earning no gambit along the way), you win.
What I'd be curious about is what would happen if you had earned no gambit during the game, but your opponent had earned a few rounds of gambit. Then, when you defeated his last piece, he simultaneously defeated one of yours (via Self-Destruct, Riposte, etc), to put him at or above 200pts, but you still have some pieces on the board. I think that the primary condition is to defeat all of your opponent's pieces and therefore that the victory would go to the guy who still has pieces left. But I'm not sure on that, and would appreciate some clarification.
