Dr. E tries to use homicidal surgery on Jar-Jar, who successfully Bombad Gungans to force Dr. E to instead target an adjacent ally. Would the Dr. E player be able to declare that he is using the "heal" version of the power, or is it too late?

If the answer to that is yes, what if Bombad Gungan makes Dr. E himself the target? Could he heal himself under that circumstance?

The healing portion is automatic. So, whenever he is affecting an allied character, they would have to make the save.

Since Dr. Evazan is not an ally to himself, he would not make the save to heal himself, thus take 30 damage.
