Does Ferrier's +4 attack bonus stack with Xizor's Black Sun bonus CE, assuming you used a nautolan BSV to make your defels Black Sun?

Xizor sez: Each Black Sun ally within 6 squares gets +4 Attack and +10 Damage.
Niles sez: Allies whose name contains Defel get +4 Attack.

I assumed they would, but people one BlooMilk are saying otherwise and now I'm not sure.

No. Direct stat bonuses from CE's do not stack.
