Is there any abilities that can "target" a cloaked figure? Does Sight, Line of Sight and target mean the same thing?

I am not the world's leading expert, but this should be very close.

Not much. About the only ability is sniper if the cloaked figure is only hiding behind another character. The other character is ignored by sniper, so it does not provide cover to the cloaked figure. Obviously, if the cloaked figure is standing in green cover or partially behind a wall, then even sniper does not work.

Sight is usually used to describe the distance that an ability is useful over. A typical range value is 6 squares; sight is similar to unlimited range.

Line of Sight describes if another character can be seen from the primary character. This is usually determined by checking from each corner of the original character to each corner of the second character and making sure that no walls are encountered. Nickname has a wonderful LOS guide on The Holocron.

Target means to follow targeting rules: Adjacent characters must be targeted first; then any character without cover and the closest character in cover if it is the true closest character. The Stealth SA modifies this; the differences are illustrated very well in the Stealth Guide by Nickname on The Holocron.

Also, abilities/force powers that ignore cover, such as Lightsaber Throw 3/5, Fire Support Mission etc. can target Cloaked characters.

when going up against cloak is just base unless they are like maul or one of the big beats then you might want to plan your strike if you cant take them out right away.
Your Best friend is Melee and getting adj overall.

Its better than fire support or throw.

Most Cloak characters played today have low hp so you should be able to base and take them out.

. . . or target with any ability from anywhere (range restriction on certain abilities followed) any character (wait for it)

WITHOUT COVER.

No cover is the key. Lightsaber throw 3/5, Fire support mission, being adjacent, sniper (with cover only from characters) all essentially make it count as if there is no cover. So just get that sucker out in the open and you're golden.
