If Bastilla is using ABM, and a character who normally has twin due to a CE (lancer with whorm, etc), attacks Bastilla, does the character get the twin?

I'd say if they damage Bastilla then they would get the Twin. In the Resolving Effects, Twin Attack occurs at the end (Step 16) after you've applied the damage (Step 12) so at that point CEs would be unleashed again and you check for a CE before you do something so once you get to Step 16 it should work out and be eligible.
