Yes, but there are 2 problems:
1. It will only work if you kill the rookiee with a non-adjacent attacker. If you kill the rookiee with an adjacent (ie, a melee) piece, then both the Caamasi and the attacker are adjacent to the rookiee, and so the rookiee can choose to shoot the attacker. Therefore, Gallop/Strafe squads still have no way around the deathshots because they must be adjacent when they make their kills.
2. These death-shot-rookiee squads have 10+ rookiees, and no squad in its right mind will have even close to that many Caamasi nobles. So you can survive a couple of shots this way (basing the noble to a couple of rookiees at once), but those nobles will die. Either the shooter or another piece will stay out in LOS to keep Diplomat active (getting shot to pieces from the rookiees), or a mobile shooter will hide out of LOS after shooting, which will leave the noble as a legal target for another rookiee to kill.
It seems to me that one of the best counters to a rookiee swarm might be the OR. Bastila's ABM will turn the rookiees into helpless kittens. And the OR Senators will serve as super-nobles, because they nerf the death-shots while granting shots of their own. The OR just needs a good accurate shooter (without Splash! and preferably with evade) to make this trick work really well.
