Here's two squads I've been toying around with:

--Panaka Swap--
55 Grand Master Yoda
23 Captain Panaka
21 The Dark Woman
18 Jar Jar Binks
8 Mas Amedda
5 Caamasi Noble
20 Gran Raider x5

(150pts. 11 activations)

and

--Panaka Swap 2.0--
55 Grand Master Yoda
35 Qui-Gon Jinn, Jedi Master
23 Captain Panaka
9 R2-D2, Astromech Droid
8 Mas Amedda
5 Caamasi Noble
12 Gran Raider x3
3 Ugnaught Demolitionist

(150pts. 10 activations)

Any comments and suggestions? The main purpose is to get Yoda into deadly range of enemy units and with Dark Woman in one squad and Qui-Gon with Doombot in the other squad, this can easily become possible. The +3 attack and +3 def are nice bonuses also.

Yeah kind of a bummer isn't it. It is a shame that panaka's swap isn't worded like Thrawns, then you could swap him with uggies.
