Do I have to announce beforehand if RC Sev is going to use deadeye or not? The idea being, if the attack misses he can then run away, but if it hits I do 30 DAM but can't move...

Yes, you must declared Deadeye, same thing with Careful Shot. Abilities that say "on this characters turn" are not automatically added in unless you state it.

So then if my shot misses, I can't move?

Correct. As soon as you declare the ability, your choice of moving is gone.

Correct, if you declare you are using Deadeye/Careful Shot and you miss your attack you cannot move. That's why you have to declare them so your opponent knows you aren't going to move after attacking (and also so you don't back out of using them).

The decleration is important for two reasons.

1) As your opponent I know exactly what you are doing. (Which is good sportsmanship.) This way I know how much damage to markdown if the attack is successful. It also is much less agrivating as the opposing player to see you line up a shot, make the roll, miss, I let out a sigh of relief nowing my fig still has his hit points only to listen to my opponent jump in exclemation and then say "Oh wait I have careful shot! The attack HITS!"
Which leads to reason #2) If it is not declared it lead to problems, calling over the judge, postponing gameplay, having to pull out the rulebook, and so on. All of which could have been avoided by simply saying, "I'm gonna use Careful Shot/Deadeye" at the begining of the attack.

There is another 3rd reason too. You as the player using the ability has to accept the consequences of a miss as much as I do a hit. I do not like facing someone who avoids accountability like a plaque. When thigns work in their favor they try to pile it on as much as possible, and when things don't work out for them they try to backout of things to avoid the possible negative consequences. It stinks in gaming, it's worse in real life.

It is a risk abilty, a gamble, but as the saying goes, "all war is a gamble, come cast the die with me..."
