Okay I am pretty sure this is how it works, but I want to be sure.
I am using Var, opponent has Caamasi Noble in front of his Jarael, this means I cannot push Jarael because she is not the closest enemy, but I cannot target the Noble because he has diplomat?

Next situation, I am using Var, opponent has Vong JH in front of Jarael, since JH has Force Immunity, I cannot push him, but cannot push Jarael for the reasons above?

Your first one is incorrect. The caamasi does not count as the nearest target so Jarael would indeed be a legal target. As long as the Caamasi is not adjacent, you ignore it completely until you determine cover bonuses.

Your second one is correct because the vong would be your legal target.
