Ok, I know the answer to the fact that these type of CEs (one's that affect the number of activations per phase) cannot be suppressed by Disruptive unless the commander themselves are within the Disruptive range.

However, outside of pointing a thread on WotC (which is hyperlinked on BM to WotC), I am at a loss to describe the difference between an activation CE and a bonus/penalty and SA-granting CE in terms of interracting with Disruptive. I know that the fact that it affects the activation portion surplants the affects of Disruptive on individual units outside of the Commander, however I am still at a loss of the exact phrasing that will convey the concept effectively.

This stems from a discussion on BlooMilk's rule forum. How do you explain this interaction?

If I remember one of the WOTC discussions correctly, it's something like this.

CEs that can be disrupted at the target point (the character gaining the CE) are those that affect individual characters. CEs like Activation ones that can only be disrupted from the originating point (the character with the CE) are those that affect the entire gameplay. So, San Hill's CE doesn't actually affect the Droids on his squad, he affects the game itself.
