If there is a Caedus vs Caedus matchup and both are near dead at the end of the round. Init is rolled, I want to Aing-Ti to try and finish off the other Caedus, He wants to Aing-To to try and kill me first. How do we decide which Caedus can use Aing-Ti first? Would it just be whoever won the init roll?

You do it in turn order, just like any other effects in that time range. Roll init, winner decides who goes first. The person who goes first does all of their "after initiative is determined" stuff (Aing-Tii, Intuition, Surprise Move, Surprise Attack, etc.). After they're done with all of it, the player who would go second does all of theirs. Then the person who goes first makes their actual first activation, and play continues as normal.
