Who chooses which characters saves first.

So you have Holo Veers.

He nukes several squares of you opponents figures.

He targets a mouse and the mouse is adjacent to a SS worker (with nom), a kel dor and a uggie.

I assume the mouse must make its save first?

who chooses the order of the subsequent saves? Which is the acting player?

The acting player (the Holo Veers player) would choose who makes the save first. It doesn't even have to be the Mouse Droid.
