Mostly stated in the title. Blaster Upgrade (Allies within 6 squares with nonmelee attacks that deal exactly 10 Damage gain Twin Attack), Poisoned Blade (+10 Damage to 1 adjacent target; this counts as a melee attack. This attack deals an extra 20 Damage to a living enemy; save 11.)

Would he be able to do a twin poison blade?

On a similar note, does ABM prevent characters from gaining twin from blaster upgrade?

No because when you are attacking adjacent enemies with Poison Blade you are making a Melee Attack (which you cannot have for Blast Upgrade).

ABM only affects commander effects and Blast Upgrade is not a commander effect, it is a special ability.

I did not mean does it prevent it from opponents, I mean from allies. ABM gives characters a +10 damage bonus, would that make a 10 damage character a 20 damage character and therefor make it not eligible for blaster upgrade?

Damage bonuses (including from ABM) do not change the character's base damage stat.

For example, an OR Recruit (10dmg) who hits someone while ABM is active will hit for 20 dmg (10 + 10). If that Recruit is within 6 of a Czerka Scientist, then she'd have Twin attack, for a possible 40 dmg (20dmg twice).

SAs that specify a new Damage rating (like Poisoned Blade, except the attack becomes a melee attack) actually change the character's base damage rating, and so when they were active they would prevent a 10dmg shooter from gaining Twin from the Czerka (because the shooter is now a 20dmg shooter)...that character would instead now gain Jolt instead (via Blaster Rifle Upgrade).

The same applies to the OR Senator's CE: it does not change the character's base damage stat, but it just adds more damage to the total.
