 Post subject: Old targeting question

This has been coming up so I am asking so I have a reference. If a character is not a legal target but it is the nearest character in cover, an opposing character can not target anything, correct?

incorrect.

If a character doesn't count as the nearest target (active stealth, active cloaked, diplomat, etc) then the other player can still shoot the guy that counts as the nearest target.

There is only 1 instance where this isn't true. It is nickname's old stealth guide and invloves superstealth and somone within 6 and something else, etc. to create the situation.
