Yammosk occurs during set-up. Pellaeon occurs at the start of the skirmish.

Most notably, after figures are set up on the board.

As long as this answer stays the same then I can accept it cause I know last year at Wisconsin regional someone ruled it the other way.

The Yammosk is worded to be at the same time as Reinforcements. Pelleon is pretty clear it is after setup.

And no matter the official answer, the judge is always right.

So Yammosk happens simultaneous to reinforcements, does that mean it can never steal a CE from something brought in through reinforcements?

No. You can. It would work like you pick right as you both reveal your reinforcements. Realistically, this is the same as picking after Reinforcements. I really don't think we can make instantaneous decisions right as we reveal our squads as humans.
