The Alliance to Restore the Republic was created through the Corellian Treaty a year or two before ANH. Then Mon Mothma wrote the Declaration of the Rebellion months before ANH (and then Palpatine dissolved the Imperial Senate). And then there was Yavin and civil war. There was a Rebellion going on during these dark times but it took them 17+ years to get somewhere. |

Also, the opening scroll of Ep IV talks a LOT about the Rebels. So obviously, the Alliance (Rebellion) existed long before 0 BBY. Right, they were losing. The scroll states they just had their "first victory." |
