Sounds to me like Zam Wessel?

Unique can't be "used"
Kouhun shared with the ASN Assassin Droid (which is what's used to "distribute" them and flys in the movie)
Stealth is the weaker of Stealth/Cloaked

or not I just reread the clue and that doesn't quite fit...

Nice one, stumped a lot of us for awhile. I think the problem is that you didn't specify the "unused" was based on his miniature and not on his abilities.
