Ok, my friend and I want to make our own campaign (since our *local* gaming store is 40 mins away) How do they work? What are the special rules that apply? Is each campaign's rules different, if so then what are the basic guidelines to make a campaign work? Thank you in advance.

this TacRPG sounds pretty similar to what I'm looking for. Is there a base website that i could look into for more information?
