Assume each game is played on the Death Star map.

Scenario 1:
20 Stormtroopers vs. 20 Rebel Troopers

The Rebel Troopers need 15's to hit the Storms in cover while the Storms need 13's to hit the Rebels in cover. Even with combined fire, I think that barring bad luck the Storms can outpace the rebels in defeats as the game goes on.
Now, how about this?

Scenario 2:
9 Elite Stormtroopers vs. 14 Elite Rebel Troopers

The ERTs out-activate the Storms squad, but they have to hit the Storms twice whereas the Storms only need hit once. The Storms also only need 9's to hit the ERT's in cover, but the ERT's need 13's to hit the Storms in cover.

Scenario 3:
Rebels
Rebel Captain
Elite Rebel Trooper x7
Rebel Trooper x6

vs Empire
Stormtrooper Officer
Elite Stormtrooper x6
Stormtrooper x4

Does this tilt the advantage to the Rebels? 2 shots per turn instead of 1, still needing the same numbers. Meanwhile, the Storms get improved attack bonus if they don't move, making most shots a sure thing. (Elites need 6's to hit Rebels in cover.)

What do you think? Please consider each scenario.

Scenario 1: Definitely the Stormtroopers. All rolls being statistical even, the STs will win hands down.

Scenario 2: The Rebel Troopers needing to hit twice for kills REALLY hurts them a lot. The Elite Stormies can afford to be left out in the open, or combine fire here and there in order to get kills on the ERTs. Statistics once again, if all rolls are balanced, the Imperials will win again.

Scenario 3: Now the Rebels both out-activate, and out gun the Imperials. ERTs getting Twin means they can do just as much damage per character's turn as the Elite Stormies. Granted, they still need higher rolls, but your talking about the difference between 28 attacks for the Rebels (Captain stays hidden) and 12 attacks for the Imperials. Not to mention the fact that the Rebel Captain has Deadeye, as well as Twin. Twin will allow the Rebels to be out of LOS every other round, whereas the Stormies will always have to stay in one place in order to get the +3 bonus. The stormies might have a better chance of hitting because of the higher attack, but the sheer volume of shots, and higher mobility of the Rebels give them the edge this time.

Scenario 2 will depend on init to me. If Rebels are able to win init then they will be able to combine fire to the point of killing 1 unactivated stormie while the stormies can only shoot the already activated rebels. 2 back to back inits and the rebels have this one (I think).

For scenario 3, I would sooner see 3-4 elite rebels and many more combined fire fodder (and shot takers as they sit out front). The rebels are not maximizing their elite's shots.

In all cases, I think the imps have the edge here.

S1: stormies, no questions asked
S2: most likely ES, unless they continually roll low and lose init
S3: Rebels, its kind of unfair that the rebels got twin. Imperials could win if the player was very good and got lots of lucky rolls
