Talking with guys at the LGS last night, and we were looking at these artists proofs. We had an idea that I think is quite possible. The picture of the Chiss admiral, might not actually be Thrawn. A couple things to note:
1. Thrawn typically is shown with the gold pauldron things on his shoulders (the pad things with the fringe around them). This sketch does not have those.
2. The facial features don't really seem to match those of Thrawn from other artwork I've seen. This could just be artistic license, or lighting effects, so it might be nothing.
3. There is a Chiss Moff in the Legacy comic: Moff Fehlaaur. We discovered this while flipping through the new 0 1/2 issue of Legacy last night. With there being other stuff based on the Legacy series, it stands to reason that this could be a possibility. You can see some pictures of him on wookieepedia here:
http://starwars.wikia.com/wiki/Fehlaaur4. The image of Moff Fehlaaur in the Legacy 0 1/2 issue very closely resembles the image as drawn in the sketch. The uniform matches almost exactly.
Now, as I said, this could all be speculation, and I find it kind of unlikely that we would get this figure as a Unique, as honestly, I can't even remember when this Moff has actually appeared in the comic. So, it's not like he's a major character or anything. But they made Rav Bralor into a non-Unique Mando. Perhaps this will be a non-Unique Imperial Moff, based on Fehlaaur. Gives the WotC team another figure out of the Legacy timeline, as I'm sure they're probably shooting for the 12-15 characters from that era, similar to what they did with TFU.
