I totally understand the desire to buy boosters instead of individual minis. The randomness and thrill of opening packs is a big part of what makes collectible games attractive.
Anyway, Miniature Market is a really good site, I order from them all the time. I don't know how good they are with international shipping, but shipping here in the US they're great.
If you want mostly Imperials and Rebels, then Imperial Entanglements and Dark Times are probably best.
Imperial Entanglements has lots of Rebels and Imperials, and also lots of the competitive ones. There is a Luke, C-3P0, R2-D2, Leia, Palpatine, and a Vader in that set, and lots of army builder types for both factions (Rebel Troopers, Rebel Commandos, Stormtroopers, Sandtroopers, Snowtroopers, etc.). As for Fringe, there is a little bit of Black Sun stuff, and then Dash Rendar, one of the best Fringe pieces in the game.
Dark Times has plenty of Rebels and Imperials too, but they're more from the EU stuff (Dass Jennir, Jax Pavan, Kir Kanos, etc.). There is a Chewbacca and a Veers in there, too. But there is a lot of Fringe stuff in this set, including new versions of every Bounty Hunter from ESB except Boba Fett (Zuckuss, 4-LOM, IG-88, Zuckuss, Bossk, Dengar).
Jedi Academy doesn't have a single Rebel piece in the set, and only 4 Imperials, so that's probably not a set you want as much. It's got a good mix of the other factions, focusing mostly on Force users (which is why it's low on OT characters).
I would suggest buying by the case if you can. When you get a case you get 12 boosters, and are guaranteed (when you get a 40-piece set at least, which are all the sets after KotOR) to get 1 of every Rare in the set, half of the Very Rares, and I believe it was 1-2 of every Uncommon and 3-4 of every Common. So you get every piece in the set except 4 Very Rares, and have multiples of all the army builders. It's also a good price; right now a case of Imperial Entanglements is $110 on Miniature Market.
