I am not good at customs - so please feel free to critique. I tried not to be too much of a fanboy:

Odan-Urr, Jedi Master
Faction: Old Republic
Cost: 43
Hit Points: 110
Defense: 21
Attack: 8
Damage: 20

Special Abilities
Melee Attack (Can attack only adjacent enemies)
Holocron (Allies can use one Force Power that an ally with the Unique Special Ability has. This Force power cost 1 FP more that listed on the stat card. A character still can't spend Force points more than once per turn and can't combine Force points with another character's, or use Force powers if they do not have any Force points)

Force Powers:
Force 2, Force Renewal 1
Force Alter, Force 1: range 6; any 1 enemy rerolls its last attack
Jedi Battle Meditation, Force 4: replaces attacks: For the rest of the skirmish, this character gains the following commander effect: Allies can combine fire regardless of attack type.
Force Push 2, Force 2: replaces attacks: range 6; 20 damage; push back target 2 squares if Huge or smaller

If I can get my stats decent, I am looking for a Custom Card - any help would be appreciated.

too expensive for what he does.
-single attack, low attack value, negilible CE and fps..

to keep his cost similar to 43 ish I'd add

+Double Attack
+Up his attack to 10ish

I like the holocron SA, maybe reword the first part.. to something like "(Allies can use the force powers listed on the card of unique allies, using a force point in this manner costs 1 additional Force Point.)" maybe something a little less wordy.. :P

I don't really like the Jedi Battle Meditation.. CF with melee figures? not terribly useful I think. I think he could have a better Battle Meditation Ce type thing.. maybe a combination of Doctrine of Fear and traps.. or maybe "Enemies within 6 may not use any abilities that grant additional attacks". if you want to make it effective, think of a common part of the game and try to find a way to add that to your squad in-skirmish or eliminate it from your opponents.
