It's definitely a good place to start, and if you don't have a super competitive environment, you should be absolutely fine.
However, I will say this, I only used Lando in one game when I played San Hill at the GenCon Championships last year, and it was one of the two games that I lost that day. All the other games I used activation fodder. You can get up to 13 activations with the Lobot build and fodder for Reinforcements, but you only have 10 total in your build. It isn't bad, and I've seen several Dodonna builds lately that have no Init control, and no Lobot, and only have 9 to 10 activations, so you probably will work out OK in that sense.
I guess what I'm saying is, it's obviously inferior to the version with Lobot, but it's probably still good enough. If your local venue sees a LOT of Dodonna/San/Ozzel play, then you might be better off dropping Lando for something like more activations or Garindan and a couple more Ugs.
