I have two LGS that I play at now, one got CW the other day and has it on sale and the other can't get it until Nov. 11. Can anyone let me know if Oct. 31 or Nov. 11 is the date for the pieces being DCI legal?

October 31st is the official date. Just because the store can't get it till then (which I highly doubt that it's a "can't" situation, probably more of just an "isn't" situation), doesn't mean it isn't legal before then. 10/31 is the official date.

His distributor told him it wasn't available yet, thats all I know

I was speaking with the owner of my LGS this morning. She told me that this first run was limited and she only had two extra cases due to this.

IDK if that has something to do with why your LGS is getting shot down by his distributor.

Limited First Run? I don't think so...

I was at my LHS (local hobby store), they don't host any events, no play space... I am aware of 12 Cases opened/sold and I watch someone deilvering about 15 more cases as we left..

Seems to me like there ought to be plenty of CW to go around

Nope, it is indeed limited. Yesterday I went to a store that usually gets a huge shipment in and talked to the owner/manager/whatever and he said that CW was shorted for the first batch and they didn't send him any. He said people were coming in all day asking for it and there is nothing he can do about it. Now one retailer I go to that basically gets SWM in only for me got his shipment in on late Wednesday (he only ordered 6 boosters, though). None of the local chains I can usually pick up a booster at have gotten any in. I'd definitely say its a shortage for some...

Our lgs was only able to get 10 cases for the release, and ended up preselling 7 so for the people that were able to play in the release, their prize support is on hold until his next shipment comes is, luckily he is pretty well respected and every one of the players were understandable under the circumstances.
