Whoever goes first is only able to activate 1 figure first round, IIRC. So if I win init and choose to go first, I can only activate 1 figure. My opponents activates 2, then I activate 2, and so on so forth...

I wonder if characters like Dodonna or Grand Moff Tarkin would be able to break that rule...

From discussions I've had, Dodonna won't help, but Tarkin might - I'm still not sure about Tarkin, though.

Well based on wizo usual rulings,

Game peices always trump base rules

Dodonna might do it cuz he states " you may choose to activate 1 or 2 chars this turn*

it already breaks the turn rule of # to activate so take it as you will

Dodonna's CE says "you may choose to activate only 1 character in each phase". So that wouldn't work with the new init change.

Tarkin's might work cause it says "If this character has line of sight to an enemy at the start of the phase, you can activate up to 3 characters in that phase."
